Mobilization

Mobilization means purposefully planned national military and civil protection measures to prevent a threat to the state or to eliminate its consequences, using certain human, material and financial resources.

Mobilization is one of the means how the Ministry of Defence and the National Armed Forces cooperate with entrepreneurs.

During the annual mobilization exercises, the entrepreneurs involved in the training are issued mobilization requests prepared and approved in accordance with regulatory enactments with specific tasks to provide support to the National Armed Forces in a threat situation, the fulfillment of which is checked during the mobilization exercise.

Mobilization exercises are organized to check and promote the readiness of merchants registered in Latvia to fulfill the tasks specified in the mobilization requests. Only those entrepreneurs, who voluntarily agree to participate in the tasks, mainly providing transport and construction equipment, are involved in the exercises.

In accordance with the Cabinet of Ministers Regulation No. 873 “Regulations on Mobilization Requests” and Cabinet Regulation No. 837 of 8 November 2005 “Regulations on Mobilization Readiness Checks and Mobilization Training”, a retailer receives mobilization requests for the transfer of material and technical means to the disposal of the National Armed Forces. In accordance with these regulations, entrepreneurs are covered for expenses incurred as a result of the mobilization request, as well as compensated for the losses incurred, if any, in accordance with regulatory enactments.

In these amendments to the Mobilization Law, we have defined the range of persons whose continuation of existing duties in the event of mobilization would be more important than the mobilization of these persons in the National Armed Forces or civil defence formations. This is necessary so that the state administration apparatus is not paralyzed and is able to perform its duties effectively even in times of crisis.
