Electronic identification
Electronic identification is the process of using a person's electronic identification data to verify the identity of a natural person in an electronic environment. Electronic identification is performed to verify the identity of a natural person and the right to access and receive services provided by institutions and companies. According to the Law on Electronic Identification of Natural Persons, electronic identification shall be deemed to have taken place and shall be equated to an on-site verification of the identity of a natural person by presenting an identity document in one of the following cases:
1. if it has been carried out with a qualified or qualified means of enhanced security electronic identification;
2. if it has been carried out in case when the electronic identification service provider and electronic service receiver have agreed on electronic identification in writing;
3. if it has been carried out in case when when the electronic service provider and natural person have agreed on the natural person's electronic identification verification in a electronic environment without the use of qualified or qualified high-security electronic identification.
One of the many tasks done by the Supervisory Committee of Digital Security related to the electronic identification sphere is to register and supervise qualified and enhanced-qualified electronic security identification service providers and the list of services that they offer. The Committee has so far qualified and supervised one provider of electronic identification services and the electronic identification services provided by them - “Latvian State Radio and Television Center” (LVRTC) that offers four electronic identification means: eID card, eSignature card, eSignature card + and eSignature ( mobile).
LVRTC's compliance and the electronic identification means provided by it with the security requirements specified in the eIDAS Regulation (EU Regulation No. 910/2014) has also been approved by the European Commission and it is possible to perform electronic identification in order to receive public services offered by European Union member states.
